30th June, 2010 -
Notification 19 -The AFA Committee at its Meeting on Monday the 28th June 2010 approved 4 amendments to the Rules for adoption as On Trial Rules effective from 30th July 2010  i.e. they will be applied at competition held after the 30th July 2010. The first 3 Rule amendments outlined below are seen by the Committee as being fairly minor in effect and accordingly the Committee will be placing them before members as part of the 2010 AGM.

The AFA Committee at its December Meeting considered two Rules clarification matters and as a result decided to issue this Rule Clarification statement to Judges, Club Co-ordinators and AFA Members. 1 - Interference caused by one teams ball being propelled into other teams racing lane and causing distraction to a dog in other team. 2 - Definition of Interference.

12th November, 2009 Notification # 14 - The AFA Committee at its October and November 2009 Committee Meetings considered a number of Rules clarification requests and as a result decided to issue this Rule Clarification Statement to all Judges and Club coordinators.
1. Clarification of new Forfeit Rules dealing with teams not reporting for races.
2. Clarification of Carding for ‘chasing’.
3. Clarification of Rule regarding rerunning a heat after a false start.

"Clarification re Penalty Cards carryover from Round Robin to Elimination/Champion Trophy Competition formats; Would Competition organisers, Judges and Timekeepers please note that any penalty cards issued in a Round Robin format competition carry over to a subsequent Elimination or Champion Trophy format. it is important that carding details are transferred to the new format time sheets before the start of the new format. The AFA Committee has amended the original Draft Minutes of the February 2008 Meeting under the heading " General Business - Item ( f) Dapto Competition - Judges Report re Incidents". The amendment relates to the reported conversation between the Judge and Mr. Trent Shepherd. The original Draft Minute incorrectly recorded that Mr. Shepherd had requested that the Judge issue Mr. Ferguson with a Black Card for unsportsman like behaviour over a complaint that Mr.Ferguson had earlier made to the Judge. This was an incorrect interpretation of the wording of the Judges Incident Report by the AFA Committee.The amended Minutes reflect the wording used in the Judges Incident Report regarding this conversation. The AFA Committee apologies to both Mr Richardson and Mr. Shepherd for the inaccurate original Minute of their conversation.

Associate Members as Judges

Much discussion took place regarding this issue. Motion that the guidelines for applying to become a Judge be ameded to include that they must be a financial member to apply.

Contesting Height Cards Procedure

If a height card is contested the Judge can re-measure the dog and it is suggested that the height (if different) not be enforces on the day but the Judge is to put forward on an Incident Report for the AFA Committee to decide.

Judges
Existing Provisional Judges -
There are a number of people who started their provisional judging in 2003  due the changes in the interpretation and policies it was decided they should re-sit their exam.

New Applications - An application from Rebecca White from Flyball Fanatics (QLD) has been received to start Provisional Judges Training.
Full Judge - Trent Shepherd - ACT:  A completed assessment for Trent has been provided to the AFA Committee and recommends his appointment as a Full Judge, the AFA Committee appointed Trent as an Accredited Judge.
NSW Judging Issues - The committee acknowledged the issues raised by NSW in concern with the lack of Judges. A letter of reply was sent.

Title Pins
Title Pins applied for -
Apparently there are title pins available which are not listed on the Title Redemption form. They will be added to the Title Redemption form for all members to apply for.

The AFA Committee voted to add new titles for members gaining 3,000 points or more. Title will be 1,000 points apart form 3,000 to 10,000. Submission forms to be made and placed in the next newsletter (June 2006) and placed on the AFA website. Submissions will close on the 30th June 2006. Postal Ballot papers will be sent to members in July to ballot on new names – Ballot closing on the 18th July 2006 and the results will be announced at the AGM. 

Club Affiliations -Due 30 June 2006, any competitions already sanctioned after 1st July 2006 will become sanction pending the renewal of Affiliation of the host clubs.

AFA AGM venues - Regional Reps are currently investigating potential venues and conference call facilities.

Title Points Workbook - The AFA Committee agreed that as of the 1st July host clubs will take full responsibility for competition points, the AFA Committee members will not be double checking the point’s workbooks and all queries will need to be directed to the competition organisers.
Resignation - Ann Coburn has submitted her resignation from the AFA Committee effective immediately. The Committee would like to thank Ann for her contribution.
AGM date 2006 – Date for the 2006 AGM will be August 26th, further discussion regarding processes will take place at the next meeting.

Australian National Flyball Championship 2007-Two submissions to host the 2007 National were received.  One from Norwest Thunderdogs and the other from Qld. The consortium of the Brisbane clubs won the right to host the 2007 Nationals. 
QLD Regional Representative Sue Norton appointed.
Approval of Associate Members - Associate members need to be approved by the AFA committee.
Points Conversion / Title Points - Points to be awarded in increments of 1000 after 2000 points FDGCh title.  The AGM will be the cut off date for querying any points under the old system.  
Awards - The committee agreed that a ballot of members needs to be done to determine names of new awards.
Seeding of teams for competitions - Teams should be seeded based on the information supplied by the (records and) statistics coordinator. This information will be updated on a regular basis and listed on the AFA Seeding web page. Seeding times for a competition will be based on the fastest time recorded by a team during their last three sanctioned competitions and a seed list will be supplied from the latest available data on the 14th day before the competition date.
Any time recorded more than 4 months before this date are declared null and void. A declared time, to be used as the seeding time, may be submitted by the team captain at least 14 days prior to the competition, to be accompanied by a written justification for the change in the section of the competition entry form, which may be referred to the committee.
A declared time may be submitted - if it is slower than the teams seeded time it must be at least 1 second slower than that time and is subject to the break-out rule.

  • Seed Times and Fastest Times - the AFA will adopt the BFA seed time ranking in its entirety.
    The entry forms will be adapted to have a please explain area for changes made to team seed times.
    Seed times submitted for competition will also be published on the AFA website.
  • Provisional Judges - Prior to applying for judges status, the person must have had at least 2 years experience by either racing or involved within the Australia Flyball Association, be a full financial member of the Australia Flyball Association Inc. the application will be sent to the AFA committee for consideration and approval based on relevant experience.

  • Start & Measuring Tapes - the recommendation that start tapes be allowed in the competition ring but that they be positioned to the right of the centre of the jump, but not on the centre line under the judges feet.
    Plastic coated steel measuring tapes be bought to accompany all EJS and that the tapes use be monitored.
  • Holding back dogs - a guideline is given to judges that, if a team holds back a dog so that it doesn't interfere, the team forfeits the heat. See below under Information for Members of AFA.

  • Reversion of breakout times - the AFA will revert to the one second breakout time for any competition using the updated EJS consoles. All consoles in use currently are updated
  • Audit on EJS -an Audit will be conducted on the EJS at the Canberra Royal and the Nationals in Melbourne.

    1. Under the new points system, a team that has broken out three times in a competition can only win a maximum of one point per heat completed with four dogs.

  • New Judges Exam - the new Judges exam has been approved to coincide with the new rule changes as per postal ballot of members.

  • Timing Table - A reminder that a small number of people can stand behind the timing table to check times, starts etc, but that they must ensure not to disturb or interfere with the time keepers. The AFA are working on a way to display times on a larger screen so that they are easier to see for all. 

  • AFA website - We will move to a new website host, which will enable the AFA to offer a range of new services to members.

  • NSW Regional Representative - Appointment of Trent Shepherd as AFA NSW Regional Representative.  

  • Judge's Reports - A reminder that Judge's Reports must be received by the AFA Secretary within 48 hours of completion of a competition. If this is not possible, for example due to travelling, the AFA Secretary must be notified within 48 hours that reports are on their way, and they must be sent as soon as possible.  Judge's reports can be given to the AFA Representative, and it is then their responsibility to get them to (or notify) the Secretary within 48 hours.  Judges reports should not be given to the competition organiser to return with other competition results.

  • Non-financial dogs competing - Reminder that if any dog competes at a competition without a valid CRN, all dogs in the team will forfeit all points and placements for that entire competition. 

Meeting 10 January 2005

  • Membership Fees - Clarification that the membership fee for all new members is $18.  

  • Resignation - Resignation of Justin Allen from the committee.

  • Vacant committee positions - The AFA will invite members who were nominated for the current committee (all positions) to apply to join the AFA committee following a couple of resignations.  A list of the jobs that currently need to be done will be included. Applicants should indicate what skills they would bring to the committee and how these fit with the list of jobs.  The current committee will appoint the new members based on these responses. This is in accordance with Section 17f of the AFA constitution "Vacancies on the Committee may be filled temporarily by the Committee until the next Annual General Meeting and such temporary Committee members shall exercise all the rights and privileges of elected members."

  • Confirmation of AFA membership - The only person who can confirm current membership status following a query is the AFA Secretary.

  • Provisional Judges Training - A new document outlining training of Provisional Judges has been compiled (and will be placed on the AFA website).

  • AFA historian - Anne Cockburn has been appointed as AFA Historian.

Meeting 6 December 2004

  • Website - Work is underway to set up the facility on the AFA website for members to access information on their dog's points and to update their contact details.   

  • Competition Entry Forms - The AFA Secretary has noted that many recent competition entry forms have not been completed correctly.  In many cases, entry forms have been submitted with missing or wrong CRNs, membership expiry dates, handler's names, jump heights, and/or without captain's signatures.  Team captains must be more careful and check that all information is completed correctly. 

  • Timesheets - Some competition organisers are still using old versions of the timesheets that are missing important information (such as 'M' for manual timing, boxes to indicate yellow, red and black cards, and space for the AFA rep to sign). Competition organisers must ensure that they download the latest timesheets from the AFA website before every competition they host.

  • NSW Regional Rep - Following the resignation of NSW Regional Representative Alyssa Ablitt, the AFA committee is calling for nominations from NSW members for the position of NSW Regional Representative for 2004-05.  Trent Shepherd will fill the position in the interim until a replacement is found.

  • Vice President - Following the resignation of AFA Vice President Kylie White, the AFA committee has appointed Ken Peterson to fill the position for the remainder of the year 2004-05.

Meeting 1 November 2004

  • Nationals 2005 - Canberra X-Factor will host the 2005 Australian National Championships on 11 & 12 June 2005 at EPIC in Canberra.  There will be on-site accommodation.   

  • New club affiliation - Norwest Canine Association Inc.

  • Interpretation of Section 2.4 of AFA Rules and Policies regarding exemption from 4 month rule - Exemption from the 4 month rule (Section 2.4 of AFA Rules and Policies) requires approval by the AFA committee.  Members and/or teams seeking approval for exemption can still lodge entries to competitions while they wait for approval, but committee approval of the exemption must be completed before the date of the competition.   Note that approval can take some time, as it must go before the committee, which meets once a month.  Members seeking exemption from the 4 month rules should allow as much time as possible for applications to be processed.  If you have questions, please contact the AFA Secretary or President.

  • Resignation - Resignation of Terry Hey from the committee and Head Judge position.

  • Opportunity for feedback - When a judge speaks to one or both team captains following an incident or query, the judge should ask the captain/s "Are you satisfied with the outcome?".

  • In and out gates - The following policy has been passed by the committee "Each racing lane shall have an entry gate and a separate exit gate".

  • New accredited judge - Natalie Kirkwood has successfully completed the requirements and is now an AFA accredited judge.

Meeting 4 October 2004

  • New memberships - Club coordinators should encourage new members to join the AFA at least one month before they expect to compete.  New memberships take time to process, and new members must be approved by the AFA committee (as per Section 8c of the AFA Constitution).  Competition organisers cannot accept entry forms unless a valid CRN is given for every dog entered.   

  • Membership renewal - Memberships that are not renewed by 31 July will lapse and renewal will require committee approval. Members should therefore allow extra time to process renewals after 31 July. 

  • Two new affiliated clubs - Tassie Flying Paws (Tas) and Deer Bush Dog Training Club (NSW).

  • Sponsorship singlets for dogs - The committee recommends that dogs don't wear singlets while racing, from a dog safety point of view.  Singlets or dog coats could be worn into the ring but removed before the dog races.

  • New accredited judge - Catherine Saberton (SA) has successfully completed the requirements and has been approved as an accredited AFA judge.

  • Timesheets - Timesheets MUST be printed in black ink on white A4 paper.  Competition organisers should check the AFA website for the latest version of timesheets and other forms just prior to their competition.

Meeting 3 August 2004

  • New Australian Record - The Parramatta run of 18.47 secs from the Winter Classic competition in Canberra in July has been verified as a new Official Australian record.

  • AFA Representatives - The Committee has compiled a list of people who will be invited to be put on a list of approved AFA Representatives to represent the AFA at competitions and demonstrations. Full Training will be given to those accepting the position.  Once finalised and clubs have been notified, AFA Representatives should be chosen from this list.

  • Voting - Only ordinary members are entitled to vote in any election or ballot of AFA members. Associate members are not eligible to vote, even if the ordinary member is also in attendance. The ordinary member is the person who originally signed the membership form, and whose name appears first on a membership card. 

  • Club affiliation - The Committee has rescinded a motion from 14 Oct 2002 stating that all clubs must be affiliated with the AFA to compete.  Teams must affiliate with the AFA to host a competition and to receive information from the AFA, but there is no requirement to affiliate to compete.

  • Breakout Good Sports Award - This award will revert to its original intention, which is to reward teams that breakout 3 or more times at a competition and therefore forfeit their right to place. A list will be kept on the AFA website, and the plaque will be engraved, with all teams that meet this criteria.  A list is being compiled of previous recipients from AFA records.

  • Senior Accredited Judges Program - There is a plan to provide additional training for a small number of judges (by invitation) so that they can coordinate the training of new judges in each state. This is to ensure the highest possible standard and consistency for all judges. 

Special General Meeting 12 July 2004

  • Members voted to revoke the 12 month suspension applied to Judge Emma Le Cras by the Committee.

  • Resignation of AFA President Eric van Zuyden - Eric has resigned as AFA President, and Vice President Kylie White will fill the role until the AGM in August.  

  • President's report in June Flying Times contained an error - The President's Report stated that the Judge's Signal Card Policy would be voted on at the next AGM in August. There will be a number of policies that will be voted on by postal vote in the lead-up to the next AGM in August, but the Signal Card Policy is not one of them. Trial Policies are taken to the members to vote to either make them permanent changes to the AFA Rules and Policies, or to be rescinded, after they have undergone sufficient testing to ensure that all problems have been ironed out, and that members and judges understand them well enough. The Signal Card Policy, having been introduced less than 6 months ago, is not yet considered ready to put to members to vote.   

  • Vote on Policies for AGM - Agreed on a number of policies to be voted on by postal vote before the August AGM.

  • General Meeting - called for 12 July 2004 to discuss appeal of Emma Le Cras following 12 month suspension from judging handed down by committee.

  • Membership cards - now show Associate Members.

Meeting 1 June 2004

  • Parramatta record claim from the Canberra Royal - Not successful, as video did not meet requirements (timesheet not videoed continuously before run).  

  • AGM date set - 28 August 2004, by phone hook-up.

  • Nationals 2005 - Closing date for nominations 25 August 2004.

  • AFA Representative mission statement - Agreed (will be put on AFA website). A list of suitable people is to be compiled.

  • Internet competitions - Rosie Milton is investigating the possibilities.

  • Points database - Restructuring of the points database is underway, and there may be some delay before an update of points is available.

  • Advising members of decisions such as suspension, aggression outcomes etc - When important decisions affecting a person or dog's membership are made by the committee, such as suspensions or following aggression reports, the member will be notified by phone soon after the meeting with a detailed letter to follow. 

Meeting 3 May 2004

  • Nationals 2005 - The AFA secretary will seek expression of interest from clubs to host the 2004 National Championships. 

  • Voting at the AGM - Voting for changes to Rules and Policies will be by postal ballot only. Voting at the AGM on the Constitution and election of committee members will only be by members in attendance.

  • Calendar of Events on website - We would like to include as much information as possible on the AFA website about future events. If there is an event that your club usually hosts on, say, the second Saturday of a particular month, and you plan to run it again, let the AFA webmaster know the likely date. Proposed events will be put on the website as 'to be confirmed' until they are sanctioned. 

Meeting 6 April 2004

  • Requests for EJS at demos - In general, clubs may ask to use the AFA EJS for demonstrations that are open to all clubs to participate.  In addition, clubs may be able to borrow the EJS for television events. Contact the AFA Secretary for more information.

  • Croydon PO Box - The Croydon PO Box has now expired, all correspondence to the AFA should be sent to PO Box 8027 Rivett ACT 2611.

  • Mission statement for AFA Representative - This was discussed and further discussion will continue at the next meeting.

  • Witness for AFA Declarations - The AFA encourages people to complete witness statements on site at a competition and hand it to the AFA rep on the day. However, if for some reason someone wants to complete a declaration at home after the competition, then their signature can be witnessed by someone who is not an AFA member. 

Meeting 27 February 2004

  • New Treasurer - Ian Kendt has been appointed as the new AFA Treasurer.

  • Nerida Winters - Due to other commitments, Nerida Winters has decided to resign as Assistant Head judge, marker of the judge's exams and an AFA Accredited Judge.  Nerida has contributed greatly to flyball in Australia over a number of years and we thank her very much for her contributions.  Vicki Kennelly was appointed as Assistant Head judge. 

  • Card System & Timesheet Policy - A couple of letters were received by the AFA on the newly implemented card system for indicating offences, and on the new timesheet policy.  We ask judges and members to give these new policies a chance before forming an opinion on them, and we acknowledge that there may be a few 'teething problems' as we all get used to them.  In the end, members will get the chance to vote on whether to make them permanent.  The AFA committee does welcome feedback or suggestions from judges and members.

  • Personal cheques bouncing - Competition organisers have occasionally been sent personal cheques made out directly to them for competition entry fees, and these cheques have bounced leaving the competition organisers liable for bank fees.  Teams entering competitions should either send money orders, or if they send a personal cheque then make sure that there is no way that it could bounce.  Cheques should be made out to the host club when this is requested, not to the competition organiser directly. 

Meeting 9 February 2004

  • Pre-race talks - Following a suggestion that pre-race talks may not be necessary, it was decided that as they can be useful in many cases, it would be left up to competition organisers and judges whether to hold them. 

  • New policies - The AFA committee voted to implement a number of new policies, a couple of which are new, but most of which are simply clarification of existing interpretation. These are outlined on our New Policies page, and include Breakouts, Committee Voting Policy, Forfeiting Races, Meaningless Heats, Practice Runs, Judges False Start Signal, Time Averaging Policy, Timesheets, Signal Cards and Judge's Obligation to Report.  When the AFA committee is happy that they have ironed out all problems, AFA members will then be given the opportunity to vote on whether to make them permanent changes/additions to the AFA Rules and Policies.  

Meeting 13 January 2004

  • Title certificates - Only current financial members are entitled to claim title certificates, pins and plaques. 

  • Minimum requirements for flyball competition location - It is the responsibility of the competition organiser to inspect the competition location to make sure it is suitable in the following ways: ground space and condition, parking, crowd control, competitor space within sight of ring, shelter, toilet provision, dog toileting area, access to water and any attractions that might be a problem near flyball like horses, sideshows.

  • Flying Times - Discussed quotes for printing.

  • Competition information on website - Judges should be listed - competition organisers to provide this information to the webmaster.

  • Provisional Judges - The time limit to complete the new requirements is judged on a case-by-case basis.

Meeting 1 December 2003

  • Rule changes and new rules - The AFA committee has clarified its position regarding its power to make new rules or change existing ones.   New rules or changes to existing rules decided on by the committee will initially be known as policies, but will be taken to the members at the next AGM (or when convenient) to decide whether to make them permanent changes/additions to the rule book.  Policies will be communicated to members via the website, Flying Times newsletter and pre-competition talks.  Policies must be adhered to just like rules, and will be seen as 'on trial' until AFA members have had a chance to vote on them. 

  • Dog & Bitch of the Year Award - There was a decision to disband the Dog and Bitch of the Year awards, which will be voted on by members at the next AGM.  The committee will also look at other awards that may be in place of or in addition to the dog and bitch awards.

  • AFA Treasurer - The position of AFA Treasurer has become vacant, and the committee will look for someone appropriate to fill this vacancy (closing date 6th Jan).

  • Mudgee RSPCA fundraiser comp - The committee has agreed to donate the $10 (per team) EJS levy for the Mudgee RSPCA fundraiser competition to the Mudgee RSPCA.

  • AFA representative at a comp - We discussed the responsibilities of the AFA rep at a comp (will be posted on web shortly).

Meeting 10 November 2003

  • AFA postal address - The AFA has been using 2 postal addresses, in Croydon Vic and Rivett ACT. The committee has decided to use only the Rivett address (PO Box 8027 Rivett ACT 2611) . The Croydon PO Box will be kept open for a few months until it expires.

  • New affiliated club - Pine Agility Dog Sports Club Inc

  • ACT regional rep - Joycelyn Greenwood has been appointed as the new AFA representative for the ACT region.

  • New judge -Ian Kendt has been approved as a full AFA judge.

  • Requirements for judges - It has been decided to change the requirements to become a full AFA judge to formally include stewarding, ring setup, vetting and measuring dogs, and education on a wide range of flyball issues.  This is to ensure that judges have the best knowledge of their responsibilities and the rules of flyball.  Further details of the requirements will be posted on the AFA website.

  • Competition format - A reminder that competition organisers should seek approval for divisions and race format from their regional AFA representative or the AFA president or secretary.
